If you think the list of devices that can run iOS 9 looks familiar, it's because it's the exact same list of devices that could run iOS 8 this year. That's right, Apple is making sure they support every iPhone, iPad, and iPod touch going back to 2011.

Not all devices will be able to run all the features, of course. The difference in processor power between a 2015 and 2011 iPhone or iPad will be almost ridiculous when the new devices are unveiled this fall. For example, Split View apps will only be available on the iPad Air 2 and later iPads.
Still, backwards compatible like this will ensure that more devices will be able to run apps built for iOS 9, and that's good for everyone, even if it's those receiving the benefits of your hand-me-downs or sell-offs before your next big upgrade.
While it might be a pain for developers of high performance apps, Apple has also stated that as of iOS 9, those developers can choose to only target 64-bit devices. Namely, iPhone 5s, iPhone 6, iPhone 6 Plus, iPad Air, iPad Air 2, and iPad mini 3. (Apple A7 and later chipsets). That should ease concerns, at least somewhat.
The beta version of iOS 9 is currently in the hands of developers. Apple plans to release a public beta version for registered users of its AppleSeed program sometime in July. General release is slated for later this fall.
